Luxembourg (population 440,000)                                       

RTL Télé Lëtzebuerg lost its monopoly in 2001, with the birth of four new stations. Until 2001, local coverage was approx. 1 hour per day, but faced with competition for the first time ever, this quota was soon increased to 8. Repeats became common, and an MTV-style approach was adopted.

87% of Luxembourg’s inhabitants have up to 50 cable channels, yet RTL Télé Lëtzebuerg retains a 33% hold in the viewing stakes. German TV is also a fave option in these parts; RTL gets 14%, ARD 11%, Pro-7 and ZDF 10%, and RTL-2 and Sat-1 7%. Immigrant communities also tune into RTP, RAI and RTE, all on cable, and each with a 7% market share.

Tango TV is commercial, is styled on MTV and is controlled by Tango, a telephone operator which is part of the Kinnevik (Sweden) group. Nordliicht TV is regional, targeting northern territories and Uelzechtkanal is run by a high school in the south! Both of these companies can be safely ignored for now by eSCape tv since they only broadcast for a couple of hours per week anyhow.

Select TV was (briefly) a pay-television operator, but unsurprisingly, this shocking concept did not catch on amongst Luxembourgers. Freedom is certainly the word when it comes to broadcasting to other countries from Luxembourg, and many channels take advantage of the state’s lax approach to most things, to the increasing annoyance of target countries.
